Yes you can. It really does not matter about placing them in the suitcase. It is the carry-on luggage that gives cause for concern. If you are carrying liquids on-board , it must be in 1-oz containers and fit in the plastic bag. Log on to the airline website and read the restrictions on travel like the size/type of plastic bag, carry-on luggage, weight etc..

of course, although you wont need for it to be small items and in a clear bag if you're not taking it as carry on.

If it is in checked luggage you can carry it any way you want. Clear or not clear doesn't matter. They only hassle you over carry on pieces. don't sweat the small stuff. you are on vacation. Have fun.
