If your dog is barking while leashed, you may want to just let him loose. A lot of barking is caused by the communication between dogs, caused by restraints. When leashed, they can't communicate the way they normally would when loose. If it isn't aggressive, though, I wouldn't worry. Dogs bark to communicate. He just may be more vocal than others. More exposure will likely calm this habit.

The best way to to socialize him with other dogs when he is a puppy. I imagine that it is too late for that.

Look at it this way. Your dog is warning everyone to stay away, you can try to stand in front of your dog, with your back to him, to get him to stop, but that doesn't always work, and it is not what you want, anyway.

If you're at a dogpark, you want your dog to play.
1. Find some local dogs in the neighborhood that are friendly and introduce your dog to just one of these dogs at some neutral place, like a playground or school yard, with no other distractions.
2. Approach some friendly people at the dog park and see if you can set up a time for the two of you to come to the dog park, when it isn't busy, to get your dog used to other dogs.

I have found that Labrador Retrievers and Golden Retrievers that are a few months older than your dog are good for helpig to socialize other dogs. They tend to be friendly and fearless.

I usually use my Golden to help socialize dogs who are fearful. I put both in a fenced play area, with no other dogs. The other dog will try to sniff my dog, and mine will play bow, tying to play. If the other dog barks, then mine will play bark back and bow. If the other keeps barking, mine will walk away.
