No. Clove oil comes from cloves and smells/tastes like cloves. Garlic oil comes from garlic and smells/tastes like garlic. Two different oils from two different plants. The "clove" in clove oil is not a clove of garlic.

If you use oil of clove in place of garlic oil you will have a big surprise. Oil of Clove is the old major ingredient that people used to put on a tooth ache. it will numb your mouth to a certain extent. Very different things.

Marinate the chicken with diced garlic, and onions in the fridge for a few hours. You don't need but a few drops of liquid with it. Then cook the chicken with the marinated onion, and garlic in the oil. This will taste good, and you will taste the flavor of the garlic. Try sprinkling some Mrs. Dash on the chicken while cooking it for some added flavors. Plus this is salt free.

No way, clove oil is usually used as an aromatherapy essential oil. It is more along the lines of a spicier cinnamon type of oil.

Same kind of idea, but VERY different flavors. If you subsitute one for the other, you're not going to get the same flavor.
