Absolutly you can. First make him/her feel secure with you and the cage and the room and the home. Be a friend and be respectful of his right's. Feed a healthy diet and provide him enought quite and dark time to get a good night's sleep.
Then go slowly in training and observe his every behavior and you will know when he's stressed and when he is relaxed.
Only work with him when he and you are rested and have the time.
Start by always talking quitly to him, as you approuch the cage, or stand or where ever he is. Slowly extend your hand with your index finger turned over and up for him to step up on, and say Step Up as you move your hand & finger to his thigh where it connects to the body of the bird. He won't know what you want the first several times & that's OK. he may get scared and move away, so wait and watch him until he settles down then try again. Five minutes the first time is enough. When he does srep up he is likely to jump off again, normal behavior, so tell him Good Boy. Continue this acouple of times a day until one day he stays on your hand. Reward him;Good Boy. Then slowly move your hand with him on it, if he jumps off, pick him up with your hand& finger.
he may nip or even bite you, if he does don't yell and don't get mad or do anything to cause him more fear, but do say Nooo.. When he trusts you he won't be fearful and you will be able to train more behavior's. TRUST is what he needs to feel towards you, and you him too.
Remember, he will live with you a long time, so don't rush these beginning steps. Yo Can Go This! Good Luck

Hi! I have a parakeet myself so maybe i can help you. My first idea would be to wear gloves so he/she would learn not to bite since he/she cant with the gloves on. My second idea is to hold him/her in a special way i learned so he/she cant bite your fingers. when you pick him/her up, Put your middle finger and index finger around his/her neck. and then put your other three fingers around his/her body. the two fingers around his/her neck will look like your hurting him/her, but your really not. parakeets have no neck bones so you will not be hurting your bird if you hold her this way. believe me. Taming any bird takes what may be months. Buying a handfed, human raised baby is a snap to have a cuddly bird.
You might use millet as a treat ONLY when he steps onto your finger. Use the command - Step Up each time. Good luck and I hope you have patience.

Takes hours of patience just sitting with your hand in the cage getting him used to you. Finally one day he will step on your finger, and each time will stay longer and longer. You can't rush this. Have his wings clipped so he can't fly away from you to far. Most birds will step up off the floor if they do flutter down.

i just put my fingers in front of it until it finally jumped on them. id wear gloves though cuz it did bite a lot during the process. so the biting thing... uh im still clueless

ok. i have 2 parakeets. you just have to get it used to your hands. just stay near your cage and put your finger near it but never put it above thier chests. and i herd gloves scare em because it makes your hand bigger. and if it does good reward it milliet. parakeets lovesz them.
