1 tbsp of Corn Starch to every Cup of Granulated Sugar.

Use a food processor or blender and Blend in small batches so it doesn't overheat.

You can make super-fine sugar by blending it in a food processor. Im not sure that you can get it so fine that it turns into powder, but it's probably close enough and worth a try!

Just make sure your blender/food processor is completely dry, add sugar, and process for as long as it takes!

Use any blender (or food processor) you have handy. Make sure all the parts are completely dry. Don't try and do too much at one time, stick to a cup or two at a time and watch out that it does not get too hot. Overheating will cause clumps to stick together which will end up hard as rock candy. When it gets warm, which it definitely will do from friction, just sift it into a bowl cool it down and then continue until it gets as fine as you need.

Yes you can make powdered sugar.Add 1 cup sugar and1 tablespoon corn starch to your blender and blend until its fine.

Actually yes, you have to grind it with a food processor from white sugar but it is 10x easier to buy the stuff, you might not be able to get it fine enough.

Powdered sugar does not contain sugar only. It also contains corn starch.

Blenders will do a decent job, but in a pinch, I use a mortar and pestle. You can easily grind up sugar to a powdery consistency. it is best for small quantities, but I suppose with some work you could do larger amounts.
