Having been in the Marine Corps, basically you must demonstarte your ability to safely, and effectively engage a target at varying ranges from 7-25 yards, while demonstrating the ability to to peform tactical magazine exchanges, fire a specified number of rounds and preforming magazine insertion and changes within a given time limit. Also along with all of this, you must score a minumum number of points on the target to qualify.

Not exactly a hard process, but there is more to it than shooting a pistol at some paper targets and counting the holes.

Various departments use different criteria, but most require 90% on the target range.

Knowing which end the bullets come out. Everything else requires certified training and rightfully should.
