Higher contrast, in theory at least, means better blacks.

7,000:1 is DYNAMIC contrast, which is usually 4-5 times the true contrast.

So, the TV with 7,000:1 has a true contrast about 1,200-1,500:1 still much better than 800:1

With 800:1 it must be a VERY old panel so unless it is dirty cheap, buy the other one.

Higher is theoretically better.
But the guy who is claiming the LCD TV he is trying to sell you has a contrast ration of 7,000 to 1 is LYING.

So you don't really have comparable information between the two. There is no way of really telling. Except that you do know that one of the sellers is not entirely honest.
