He did used to crash into stuff, and his longer tail feathers would break, and eventually fall off. now he has no long feathers. I know they'll grow back, but is it healthy for birds to lose that many tail feathers?

He could have knocked them out or he is just molting--very common around this time of year. It won't hurt him. Mine flys fine without his tail feathers when this happens. :)

Well, it hinders their flying ability. Our Green Cheek Conure lost his long tail feathers as well, but over time they grew back. Just as long as nothing bad happens and you make sure you limit out-of-cage time, your cockatiel should be fine.
