I have a plasma computer screen that I want to turn into a HDTV so I can save $800.
Is this possible? And if it is, how do I do it?

CPU is the central processing unit of a computer. You can't turn that into anything. ~
If your Plasma screen has the proper inputs, you can either connect a tuner or DVD player to it.

First, you need to find the resolution of your screen.
If it has more than 720 lines (say; it is 1024x720) then you can display HD content. If not, there is nothing you can do.

Let's assume you have an HD-ready monitor.
Now you need to get the content. You can buy a digital ATSC/cable (Clear QAM) tuner for your PC. With an ATSC antenna, you can get HD content off-the-air. If you also have Windows Media OS or Vista Premium, you can even use your PC as a PVR, get a free downloadable TV guide, and you are all set.

Heinz is right. You mean monitor and your montior does not have tuner.
