The reason for different arrival terminal for flights originating in the States is that the old in-field terminal which the video refers to is quite small, and would not be able to handle all the flights coming from the US.

But, yes, a flight from the US to Canada is deemed international, and all Canadian Customs regulations apply to travellers coming from the States as for any other country.

Here is the right answer.
There are ALOT of flights to and from the United States and Canada. So the United States has pre-clearing customs in Canada. This means that the United States has their own custom officers in Toronto Pearson Terminal 2 so when you going on a flight like Toronto-Miami you clear customs in Toronto so when you arrive in Miami you are arriving like it was a domestic flight and do not have to go through customs in the United States. However flights to Canada from the United States you clear Canadian customs in Canada.
The US has this in other places too like the Bahamas, Bermuda and I think a few other Caribbean islands since flight to the United States are very popular.
Terminal 2 in now closed at Toronto and all US flights now leave from terminal one because terminal one has a pre-clearance area now.
In Canada there are three types of flights at commercial airports
Domestic flights
International Flights
And Flights to the United States.

OK, the answer is that the United States sends its customs and immigration people to foreign nations to do all the clearance before the visitors get on the plane to the US. Travellers have to clear US Customs and Immigration before being allowed to board the plane. All other nations do the clearance when you arrive in their country. So, in Canadian Airports, flights to the USA use a different part of the terminal from flights to other countries and internal flights. Hope this answers your question
