I would not go bare legged, though I am not the fashion guru. But you can go to Charlotte Russe at the Mall, I have seen some really cure dresses there and they are not that expensive. Have fun and stay safe.

Black-tie means extremely formal. And you could find a decent dress for $200, just look around. I don't know where you're located so I can't give you any ideas there, but basically, you want to dress as if you're attending the opening night of the opera: classy floor-length dress, minimum jewerly (pearls if possible).
You can wear open-toe shoes if they're decked out right, but remember that you'll likely have on a long dress and you don't want shoes that will let your dress get hooked up in your feet. That's quite embarassing!
If the floor-length dress doesn't work out for you, you'll need an extremely fancy "just below the knee" dress.
Try to think of others attending this event. If you're attending something with government officials, don't have your breasts and thighs hanging out. It's best to go moderate with this crowd.

Think of a Black Tie Event as a Prom for grown-ups. People dress really nicely and I agree with the other posters, focus on finding a look for you that's comfortable, flattering, and tasteful. The gown should really be long, but I think you could wear dressy sandals if you wanted to wear those instead of a closed-toe shoe. I'd also wear v. sheer pantyhose, too., and don't go overboard with jewelry - maybe a pair of earrings and either a bracelet or a necklace.
You've gotten some great suggestions as to where to look for a dress - you might also want to check a consignment shop in your area - especially if there's one in an affluent area of town.

A department store like Macy's or Lord & Taylor should be able to outfit your dress needs...There's a Jessica McClintock boutique in a mall near me too. You should be able to find a nice dress for somewhere in the neighborhood of $200.
Depending on your dress, you could get away with a nice pair of dressy sandals with a nice heel.

Black Tie means dress to impress. Don't try to look as good as every other woman, dress to look better than the other women. Have fun with it....................when shopping bring someone with you then wear the dress out of the dressing area to where other shoppers can see you, then you can use their reactions as a way to determine what looks best on you.
Your shoes should be selected to complement your dress. Open toes and strappy are fine but wear ultra sheer nylons instead of bear legs.

I would suggest a floor length dress. Then you don't have to worry about stocking, bare legs, or shoes so much. And on a smaller budget, this is a good idea. Try Macy's for a nice gown and a good price. I have gotten several dresses there for around $100 or $150
