from my elbows down on my arms r taned but the top is like alot ligher how do i even it out more?

Just apply some Jergens Natural Glow to your upper arms to seal off the tan.

I think you mean FARMER's tan! Use a tanning lotion on the lighter parts, then wear sleeveless shirts until it evens out.

You could tan outside, but for safer results, use a self tanner.

sunscreen the tan area and use lotion or oil on the white part
