if it is for temporary emergency use, then yes. Long term it isn't a good idea for household litter box use. It is not made to clump or deodorize. Clumping cat litter is sandlike but it is specially formulated to do the "job".
Clumping cat litter isn't actually sand but seems comparable. They are not exactly the same in texture since sand is much finer, messier and will not be sanitary (and of course much, much messier when they track it outside the box)

It is not absorbable or scoopable. You'll have to dump the whole box really often. And it is very heavy compared to litter. Also, if it comes from the beach there could be contaminated things or bugs in it. I wouldn't.

sure why not? If the cat were outside it would probably use it. Really, have a look at little kids "sand boxes"... it's practically notorious that they have to be covered so cats don't leave unwanted parcels in them!! If in doubt ask your vet. Hope this helps.
