Please does or any body no the answer 2 this please. HOW 2 CONVERT BIN/CUE FILES 2 MPEG FILES?

You don't, since you don't know what's in the BIN/CUE files. BIN/CUE is a CD image. You have to read the image to know what's in the image, then figure out how to convert it.
If you want an analogy, you're basically handing me a sealed envelope, and asks how do I turn the envelope into a bunch of pictures. I have to OPEN the envelope to know what's inside. It could be film, it could be slides, it could be memory card.
Assuming it's VCD, you can use VCDEasy (use the last free version, available at videohelp.com) in extract VCD mode, to get MPEG1 from it.

I have not come across Cue files but Bin files are Binary data used by programs so cannot be converted to MPEG files.
