its a 4 speed manual trans. there are 2 possible places it seems like, but both covers are so worn that i can not read them. the steering wheel whines when i turn the steering when first starting out and when i go to park. pease help!

It goes in the power steering pump mounted on the drivers side of the engine, yours should have a white plastic reservoir on the pump with a black plastic cap that is about 3 inches in diameter. You can use regular ATF in it for fluid, if it has air trapped in it you will need to work it out of the pump, the fasted way to do this is to fill the fluid, start the vehicle, turn the steering wheel lock to lock quickly and then shut it off, this allows the air bubbles to rise out of the fluid instead of just pumping them back through the system, repeat this procedure 2 or 3 times and it should be quite again.

How long did it take for things to start going wrong if this happens? I had the same happen but my neighbor who did my brakes (he's a small motor mechanic) just topped off my brake fluid with a small amount of power steering fluid. I drove the car like 300 miles before I found out only because I saw the bottle he used. the inside of the brake fluid cap is swollen but so far no issues. I had the fluid pulled out with a suction gun and replaced. the only thing I can think is that it was such a small amount it was diluted and never got into the line. Wouldnt something have gone wrong by now after over 300 miles of driving since it happened?

The power steering unit has a belt wrapped around it, via a pully, usaually round with the cap right on top of it.

The powers sterring pump is on the right hand side if your looking at the motor. The cap is usually yellow and it is a twist off cap, when you remove it the the dipstick will read "Full hot" and "full cold" with the indicator marks.
