Get a form from the post office there is a section for lost or destroyed passports, if you know the number then that helps but its not essential. It will probably take about 3 weeks to get a new one.

If you lost it in a foreign country you will need to report it to the police, then to the British Embassy/consulate. The Embassy can issue an emergency travel document that will allow you exit from the country or issue a new passport within five working days. But you will have to pay for both services.

If you lost it on a foreign country report it to your embassy and they will help you. Also inform the police to help you and if they don't find it you can create a new one.
