Eum pendere cogam. Literally, 'I will compel/force him to pay.'

That's for an actual debt - pay money. If you mean you're going to make someone regret having done something, it would be more complex in Latin, since they did not have 'make him pay' meaning that. It would be:

Cogam ut eum factorum suorum pigeat.
