Because they were most likely criminals in their own country.
All they have to provide is a stable background and proof that they have no criminal charges. They also have to pay a small fee for each part of the application, and wait for the processing.
Too hard for the 'hard working' illegals. Impossible for the criminals.
Makes you feel sorry for them, huh? NOT

If ineligible immigrants means illegal immigrants there are a few reasons.
1. We do not enforce our border, even though the pro and the anti's both want a controlled border, alomost no effort is made.
2. Greed, Companies who could care less about the individual illegal immigrant OR American just want workers that work for less than the US standard even though at least some cost is passed on to taxpayers - most will agree that somewhere between just a little to a lot of the costs associated with cheap labor is passed on to the public in the way of education, special services (we all agree on those two) and others are health, government assistance for the working poor and other services - this is the greediest generation that the US has ever seen most generations of America have wanted to pass down a better world to their kids, for proof of this turn on the TV and see Bill Gates testifying in front of congress telling us that we need to have unlimited H1B visa's, UNLIMITED???..... Greed is the new "little black dress" or whatever fad comes to mind.
4. NAFTA, it is hurting the US it is also hurting other countries around us - I do not like to point out an area where a majority of illegal immigrants come from because people accuse you of racism, but some of our neighbors are hurting also but unlike the US they are exporting their problem to other countries (the US). I understand that we have to compete on a global scale but having a video teaching companies how to "avoid hiring US workers"? that is just wrong.
5. Overstays, and visa abuse... We are supposed to have 65000 H-1b visa holders per year but we let that number be higher each year in fact the last two years it has been trippled (or more), we have lawyers teaching US companies how to avoid hiring Americans and get cheaper labor from other countries, the 2007 reform goes from 65,000 annually to nearly 1,15,000 and with a 20 per cent increase on an annual basis, add in the abuse that we currently have to this particular visa and how many Americans are loosing jobs to other countries? Why send our kids to college if the position will be filled by another country...
6. We have allowed it, we have turned our heads because it was just a problem for California, Texas, Florida and Arizona. It has now moved away from the border and into the rest of the US.
7. Immigration laws are softened over time due to constant lobbying by business and special interest groups. Most Americans think that the laws that we have for immigration are the tough but over the years they have been watered down until illegal immigrants have a right to whatever we do and even more so being proposed daily.
There are many more different factors for this and poverty itself is responsible and the fix is going to take many different areas from businessmen and politicians all the way to the average citizen.

There's a laundry list of factors involved...
Lack of employment opportunities where they came from and perceived easy employment here is primary.
If employers would not hire illegal immigrants... then the illegals would essentially quit comming.
But the illegls are often more willing to work at manual labor jobs than legal citizens. For some reason almost every US citizen thinks they MUST have a college degree to get a job and that any job that might not be in an air conditioned office is beneath them. The Gen-X kids and younger are spoiled brats.
So the employers are n a catch 22... illegal to hire illegal aliens... but legal workers don't want to do the type jobs that are available and begging for laborers.

OK... I understand the main motivation for illegal immigration.
I am still AVIDLY opposed to illegal immigration.
There are many reasons to be against illegal immigration... they "jump the line" vs the people who do come in legally and thats just not fair for one. (Legal immigrants also seem more willing to accept jobs that "natural citizens" reject...)

The answer... is something that the ILLEGALS can force to happen....
All illegal immigrants GO BACK ACROSS THE BORDER and stay theree for 6 months.
I'll guarantee that by the end of that 6 months that either the absolute NECESSITY for the workers will be proven (very likely) and Congress will pass major revisions to the immigration law allowing the same people to return LEGALLY...... or a 15 ft high wall will be bult along the entire border and there will be no way in hell for the illegals to get a job in the US again.
This is in essence a challenge to the Illegals... put up or shut up. Prove you are vital to the US economy.
I am betting the laws get changed... And the end result will be benneficial to both the currenlty illegal workforce AND to the US.

Because the government isn't enforcing the law that would keep them out. This may be stating the obvious, but there IS such a law on the books, and the Federal employees who accept government paychecks took an oath to uphold it, as well as all our other laws. This is not up to their discretion - a deliberate attempt by a Federal employee to circumvent those laws is a crime. Yet from what I read and hear, Bush told the Border Patrol to "stand down" when he took office. A full investigation should be conducted, and the current laws should be enforced. That would reduce the number of illegal aliens in the U.S. considerably.

Read 'The Jungle' and you will see that US corporations have been putting out the myth that illegal immigrants can come here, make a pile of money, and live on easy street in order to continue to obtain slave labor after it was abolished in 1865.
Enforcement of US labor laws, with employers forced to provide back pay to the illegal workers, compensation to municipalities and states for social services and damages to all concerned for poor work conditions would do a whole lot to stop illegal immigration, because the companies that issue the siren calls would stop.

Several reasons.
First, it truly is impossible to adequately secure a border as long as the border between the U.S. and Mexico (or the U.S. and Canada).
Second, as currently functioning, our economy needs more immigrants than our immigration system can process or than are allowed to immigrate.
Third, even at minimum wage (or salaries below minimum wage), the standard of living of immigrants is better than the standard of living for individuals with similar skills in Mexico (or the rest of Latin American).
In basic economic terms, there is an available supply of workers from other countries, there is a demand for such workers, and the current immigration and border control system not only allows but actually requires that the market for such workers be a gray or black market.

Like labor they feel they are too good to do.

I'm not afraid nor is most people I know to work hard like the people who founded this great country.
