mines around 13 but i have some meat on my arms

Some where around 20 inches is what I consider buff

Depends on the body fat, a 17 inch biceps looks just fat and dumb if the upper arm gets very progressively thicker from the elbow and all the way up to the shoulder, but a lean 14-14.5 inch bicep with an ok peak looks impressive on guys up to 6 feet. Most guys will look strong even with below 14 inch biceps compared to a chubby guy with 17-18 inch. Its MUCH more about the shape/curves of the upper arm than the size.

it all depends on your height and weight as too what would be considered big. in terms of symmetry the biceps, neck and calves should all be roughly the same size

17 + if you are a medium build and have low body fat thats my opinion .. when i was working out i started hearing people noticing the difference when the got to 18
