2 kings 2:11 " And it came about that as they were walking along, speaking as they walked, why, look! a fiery war chariot and fiery horses, and they proceeded to make a separation between them both; and E·li´jah went ascending in the windstorm to the heavens. "

this was written about 8 years later.

2 chronics 21: 12 "Eventually there came a writing to him from E·li´jah the prophet, saying: “This is what Jehovah the God of David your forefather has said, ‘Due to the fact that you have not walked in the ways of Je·hosh´a·phat your father or in the ways of A´sa the king of Judah"

So did he wrote from heaven?

No, Elijah did not write a letter from heaven. The bible clearly teaches that Christ Jesus was the first human to ascend to the heavenly domain of spirit beings.

(John 3:13) Moreover, no man has ascended into heaven but he that descended from heaven, the Son of man.

(Acts 2:34) Actually David did not ascend to the heavens

(Hebrews 9:8) Thus the holy spirit makes it plain that the way into the holy place [heaven] had not yet been made manifest while the first tent [the Jewish Mosaic Law] was standing [which it did until Christ's impalement].

(Colossians 2:13-14) God...blotted out the handwritten document against us, which consisted of decrees and which was in opposition to us; and He has taken it out of the way by nailing it to the torture stake.

Of course, 2 Kings 3:11,12 specifically notes that Jehoshaphat was still alive after Elijah's windstorm incident, whereas Jehoshaphat seems long-dead by the time Elijah wrote to Jehoshaphat's son (in the letter mentioned at 2 Chronicles 21:12). Clearly, years earlier the prophet Elijah had simply experienced a miraculous transportation through the physical troposphere or stratosphere, similar to that which was later experienced by the prophet Ezekiel (see Ezekiel 8:3).

What were “the heavens” to which “Elijah went ascending in the windstorm”?
To Which Heavens Did Elijah Ascend?

Elijah does not die at this time, nor does he go into the invisible spirit realm, but he is transferred to another prophetic assignment. (Joh 3:13) This is shown by the fact that Elisha does not hold any period of mourning for his master. A number of years after his ascension in the windstorm Elijah is still alive and active as a prophet, this time to the king of Judah. Because of the wicked course taken by King Jehoram of Judah, Elijah writes him a letter expressing Jehovah’s condemnation, which is fulfilled shortly thereafter.

What is meant by the word “heavens” in this case? The term sometimes applies to the spiritual dwelling place of God and his angelic sons. “Heavens” may also denote the physical universe. And the Bible uses this term to refer to earth’s immediate atmosphere, where birds fly and winds blow.

To which of these heavens did the prophet Elijah ascend? Evidently, he was transferred through earth’s atmosphere and placed on a different part of the globe. Elijah was still on earth years later, for he wrote a letter to King Jehoram of Judah. (2 Chronicles 21:1, 12-15) That Elijah did not ascend to the spiritual abode of Jehovah God was later confirmed by Jesus Christ, who declared: “No man has ascended into heaven but he that descended from heaven, the Son of man,” that is, Jesus himself. (John 3:13) The way to heavenly life was first opened up to imperfect humans after the death, resurrection, and ascension of Jesus Christ.

According to Christ--the prophet Eliah was reincarnated as John the Baptist.
