Being a shy guy myself; When first talking to him, Keep the conversation focused on HIM... Ask plenty of questions, so he has no choice but to keep up the conversation! Then, when you've got him talking, things will become more comfortable, and the nervous small talk will, gradually turn into more natural conversation!

Think back to some likely event that happened such as the possiblility of you having seen the same movie, or having listened to the same song, or something like food, books, anything you can think of, that you might have come across, which he might have came across, and try remembering all the best parts, don't incline the conversation, keep it slack, and then decorate it partly by making some comment about what you thought.

Ask him to go to the beach. Just the 2 of you.
Bring everything you'll need for the entire day.
He'll probably relax and it will be an excellent opportunity to talk. Bring magazines or books he may be interested in and prompt him by picking out bits and pieces of info.
Good Luck.

Try talking about things he likes too. If he's really into something, then he should be able to say something about it. Also, like the above answer, shy guys are good listeners. Take that into account too.
Good luck!

Find out his interest or hobby, then ask questions about what he likes about it and what was the funniest thing that happened while he was doing his hobby. Everybody will have stories to tell, you just need to find the triggers. Once you get the shy person talking you will have trouble to shut them up!

You need to find out what he's interested in or what his hobbies are. If he's shy, you won't have a shot at getting him involved in lengthy conversation unless it's something he can relate to. If he's interested in something you know nothing about, like let's say fishing or stamp collecting, then do your homework!

Talk about what's in the news, new movies, t.v. shows etc.
Ask him about his life from the time he was little untll now.
For instance: What were you like, how many siblings, where did you grow up, what was it like there?
Where do you go on vacation? What kind of music do you like?
Ask enough questions so he'll have to talk in order to answer them all

shy guys are good listeners, if he is into you, he will listen to whatever you have to say ....and eventually like all guys, he will get tired of you talking and either start talking back or leave, either way you will know where you stand.
