Depending on the severity of the crash, YES. Minor rear enders, no...but if there are multiple vehicles, cars bouncing off every which way....absolutely.

It depends on the accident. If you witness a simple fender bender where the people are not hurt and can take care of the calls themselves, let them handle it. You won't be able to tell the dispatcher if anyone is hurt, or if their is a need for a tow-truck.
If the accident is more serious, and you are pretty sure that someone is hurt, or if they present a hazard because of where the accident occurred and they are blocking the road, then call. The dispatcher will let you know if someone has already called. If no one has, they will be able to send the necessary assistance.
You may be saving someones life.

Depends, did the accident just happen right in front of you. If it did, then you're a witness and yes you are suppose to stop and render aid and call 911. If it happened way before you got there, then the call is up to you. You could be jamming the phone line from everyone else trying to report it.

A good Samaritan would call the police to report the accident. Can't always assume the next person behind you is going to call.

I would, because you don't know if anyone is hurt or if someone really needs medical attention...or if the two who just got into the accident are going to get into a fight about it.
