My dad has an honorary visa issued by dont know which state. Can he come and live in USA legally and enjoy all the rights as a US citizen?

There is no such thing as an "honorary visa." Your father paid a lot of money for a scam.

Visa's are not issued by a state. They are issued by the United States. The country issues them. If the visa is genuine then yes he can come to the US and be protected by the same laws. He can not vote however and must live by the conditions of the visa.
