How is it different from a public golf course?

Generally, it means that a government entity is responsible for the golf course. Probably the most famous municipal course (or muny) is Bethpage Black, one of a complex of five golf courses that is owned by the State of New York.

A municipal golf course is not necessarily run by the municipality in which it is located. For example, the city of Erie, PA operates three golf courses, but only one is actually within the city limits; the other two are in the suburbs.

As stated before, most (if not all) munies are public. I can't think of an example of a private muny, though I suppose one exists somewhere.

Municipal usually means the municipality has some ownership in the course. Hence it receives some revenue from it.

Public means you do not have to have a membership to play there. Anyone can go and play. Most municipal courses are public as being owned by the gov't they are open to everyone. There are some privately owned that are also public access.

Muincipal would be owned by the city. Public is owned by private business but is open to the public.

and usually there to preserve open space for the communty to avoid a new housing development or home depot building.
