Some of the fancy flowers and stuff can be done with marzipan, if you can find it(usually at grocery stores)... It's much easier to work with then fondant, gum paste (in my opinion. All you do is tint it with a tad of color and mix it in.
You need at least 3 pastry bags with your desired colors. Use a coupler so you can change your tips. You'll need a bowl scraper, pallette knife, and patience.
Base ice your cakes, you can take a smaller cake board for the top layer and just place the cake right on top. If you can find one, get a base ice tip (a really big fat wide tip) and stripe the colors across the bottom layer(changing colors as needed). Put top layer on.
For the top, you need a large writing tip and just pipe the little colored dots, start slow and work your way out. Not too much pressure as to keep it flat.
The pearls can be done with a fatter writing tip. Practice it a little.
For the little flowers all over the cake, use the marzipan and just cut the flowers in whatever colors and shapes. You can use cookie/fondant cutters (found at Walmart or Craft stores) and decorate and allow to dry for at least a couple hours. Just put onto the cake as you like.
This is the way using the least amount of fondant. Your hardest problem will be doing the piping and base icing your cake. I recommend freezing your cake before icing to help with crumbs.
Most of all be patient and be proud of your work. I recommend going to a bakery and just watching a cake decorator.

The equipment you will need is round cake pans (3 inches deep), and cake boards the size of each cake.
Bake the cakes as directed, cool on a wire rack for about 10-15 minutes, then turn over onto cake board.
Cool completely.
Frost the base frosting on each cake while still separated. Since you want to use butter cream, it may take several layers with drying time in between to get it smooth and to desired thickness.
If you are wanting to do the striping on the bottom cake, do it before putting the top layer on.
When you are done with all that, gently place the top layer on the cake, leave the cake board in place (easiest way to transfer cake to top, you could take off cake board, but its difficult).
Now just finish decorating the cake the way you want to.
It is not impossible to do this cake, but it will take some time and effort. That's way the pros get big bucks to do these kinds of cakes! HA HA!

Looks like they used 1 8-inch cake pan and one 6-inch cake pan.
Using buttercream you will not get the even stripes that cake has. But you should be able to make a cute cake that looks similar using different decorations. Take a pic to a cake decoration supply store or craft store and see what is available.

It is very easy to make the cake, the thing is to decorate.DON'T buy the icing that you just roll on.My little sister had a small party and someone brought a cake like that and the kids almost threw up.And the icing taste like glue.But the cake looked so pretty so you can just make the icing color it and put it on. Then make the stars and the other shapes with a tip and then put them on a stick and then put them in refrigerator and sick them on the cake ,i think.

You can go to Walmart, and in the cake decorating department (back by floral and crafts), you'll find a small plastic plate, probably made by Wilton. Place that between the layers (making sure it is the same size as the top layer). You will need 2 different sized pans if you want to make it like the picture.

each cake actually looks like 2 seperate cakes stacked when you stack the use a bread knife and cut of the top of the cakes so that when you stack the they will sit flat on each other when you cut the top off you only have to cut a little so you take the "dome" off each one use a little icing to hold the together

Strawberry Cake I
INGREDIENTS
1 (18.25 ounce) package white cake mix
1 (3 ounce) package strawberry flavored gelatin
2/3 cup vegetable oil
4 eggs
3 tablespoons all-purpose flour
4 ounces frozen strawberries
1/2 cup buttermilk
DIRECTIONS
Thaw and drain the frozen strawberries.
