Yes they are required to make the paystub available to you. Some employers give you access your pay stub online only. That is the way it works for my gf who works for the VA.

Yes, that's a nation-wide requirement. I've been paid via DD since 1977 and have received a pay stub EVERY payday for the past 30 years.
