Knowing how much I am into him, he decides to call me every 2 weeks (action), but says that he isn't ready for a relationship (words). Is there something below the surface am not reading? Why does he wanna call (knowing it will be increasing my hopes) if he doesn't want a relationship? Guys help me decipher this.

The last time we talked, we were on the phone for 2 hours. I am sure he spent a ton of money on that phonecall. Yet, he keeps refusing a relationship everytime I bring it up.

ok well..
#1: he could just be calling..you know..just to call.
#2: did you ever think he doesn't want a relationship with YOU? (not to be mean) if he's calling internationally..then i'm just guessing he is in another country so this could be a reason of why he doesn't want a relationship with you. considering you guys are in like 2 different countries. (again..not to be mean)
#3: he could just be calling you as a friend..trying not to mean anything by it

Every two weeks??? When he starts calling everyday then maybe you have something to hang on to. Also maybe he's married. His actions are pretty much lining up with his words.

That's called 'stringing you along.' He knows darn well you wait for these calls.
You say he calls every two weeks. How often do you see him? Does he just call when he wants something?

maybe he really has feelings for you and he just wants to keep you in his life by calling you as much as he can, but knowing that he's far (you mentioned an international call) he doesnt want you to be hard up by agreeing to be in a long distance relationship.
i was in an exact same situation a few years back. but one time, when he called up (my ex guy's from LA and im in the Philippines) i told him how i felt, i said i loved him, he was stunned of course, but after a few days, he called me back and said he felt the same way, that he loved me too :) we were together for a few months. we finally broke up after his daughter's mom (they're separated when i met him) wanted to get back together with him. he asked me what to do.. and i told him to agree.. a bilogical mother would be best to bring up their 3 year old baby girl ;)
but i was extremely happy. and i didnt regret anything :D

As long as you keep picking up the phone and chatting, he's going to keep calling.
His intentions have been made clear.
