In moderation I think they would be OK.
Sort of a pupsicle, right? Bet they do love them...
This also sounds like it might be something good to give dogs with tummy upsets who are not quite ready to go back on solid foods yet, or dogs who may be dehydrated in an effort to get liquid into them.

I don't think they would be. My vet told me to give my dog low sodium chicken broth when he was very ill once and couldn't keep anything down. So I don't think it would be to bad for your dog as treats. I think it is a good idea, I think I'll try it for my dog as a cool summer treat. :)

as long as you don't give them to many chicken broth has a lot of salt in it and can actually hurt the dog if given to much

Too much salt is bad for dogs, but these shouldn't hurt them.
However, there are some anecdotes that dogs shouldn't chew hard ice, because it can crack their teeth. I haven't seen proof of this, but I make sure that the ice that I give my dog is soft and easy to crunch, not hard and difficult to crack.
