Some douchebag came in to pay a $285 speeding ticket in Court today, and our Administrator politely told him the change had to be rolled in rolls, or take the money and have the bank change it.

Yes, it is legal in most places to refuse such a payment in change. It is legal tender, but it is also not the responsibility of the court or a business to act as a bank. It is no different than refusing a personal check or a credit card.

Coins are legal tender, however they may have a stipulation on the books somewhere.
