Often it's plain carelessness, and you're right, there are quite a few people who don't care about the environment they live in! People do this even when there are plenty of rubbish bins, they just drop it on the ground where ever they're standing even if two steps away there is a bin. Very annoying, thoughtless and selfish!

Last time I was cautioned by the police was because I picked up a chip someone had blatantly thrown on the ground - two feet from a bin, and right opposite a 'there are rats in this area!' poster - and handed it to him. He was hard-of-thinking enough to let me - but then he got all cross.
I'm all 'what if it was your baby sister getting nibbled on by rats?'
And he's all 'i don't have no baby sister'
And I'm all 'I bet some of your friends do'
And he's all 'Beeyotch, just take your dog of a daughter and go home...'
And that's where it got sort of out of hand.... To be fair, he was trying to push me into traffic, so everything *I* did to *him* was really self defence - and he was about a foot taller than me, and he had 6 friends with him, and I had just my three year old daughter.
And I didn't hurt him *that* much....

I'm completely in agreement with you on this. I hate seeing litter all over the place, especially in my neck of the woods because there are so many litter bins that there is no excuse. It's jsut general laziness - parents haven't taught their children about not littering the place (probably their homes are pigsties). If I see someone dropping litter I usually tell me about it or even pick it up and say, did you drop this? Nearly got clouted a few times, but I act on instinct. Also, no excuse when people threw things out of car windows. I always carry a small carrier in the car for litter and empty it when I get home.
If you see someone dropping litter, threaten to report them, its a hefty fine in the UK now, thank goodness. Even for cigarette ends and chewing gum. Not only do these people not care about the environment, they have no consideration for wildlife which could suffer if they try to eat plastic or get stuck in a can or something. Also, cigarette ends could be dangerous for birds if they pick up and digest, thinking it could be food.

I work in a school and the kids don't appear to understand the concept of using a bin or the consequences of throwing rubbish on the floor. I always get them to pick the rubbish up and put it in the bin. I think their parents need to train them better and also set a good example.

yes - lots of us do use rubbish bins, me included.
it is mostly kids who do not - and when i asked a group in our local park lately why they had thrown their rubbish on the floor - their answer "there is no bin in the park" ok.. i say, so i find out why there is no bin, the local police lady tells me "oh, thats because the kids set fire to it!".....
its a lose lose situation and we need to do something about it. i believe it starts with self respect and education
and above all, taking responsibility for yourself.
and it seems that some ppl do not care as they do not care about themselves and therefore cannot care for anoyone else!

Because they're too lazy to find a bin to put their rubbish in. Not many town centres, or even main roads, seem to have many bins these days.

I agree! My pet hate. I bet they are living in their own filth at home. I have been known to run after people and give them back whatever they've just dropped. Sometimes it shames them but other times, they just give me abuse! My pockets are always full of rubbish because I bring it home and then forget to empty my pockets.

no they dont. the general public are lazy, greedy, obnoxious idiots who think nothing of dropping crap and letting their dogs sh*t all over the place. no bin is no excuse. it makes me laugh when people get fines for dropping match sticks and apples when theu say well it was only a tiny matchstick and it was biodegradable i should not have this fine it is pathetic. i say you deserve 10 times the fine you pillocks. dropping rubbish is dropping rubbish regardless of size or what it is made from. i would like to see more fines, bigger fines and for those whose dogs sh*t in the street i would like to see the owners face rubbed in it, then the dog taken into care. sorry i'm ranting but i know where you are coming from, bugs the hell out of me to.
