If my female parakeet's cere is extremely like and rigid, should i peel away the layers?

I went to the vet about a year ago and he said she had excessive amounts of estrogen and just simply peeled away the cere. It looks healthy it's just thick.

you know you had better let your vet do that because you do it the wrong way and you can kill your bird ,please dont play vet and have your bird looked after . good luck .
