Not necessarily. Generally they are more formal than day weddings, but it really depends on the specific wedding.
You can often get a sense for how formal the occasion is by the look & feel of the invitation. If you have any questions, you should check directly with someone who is attached to the wedding...the bride is the ideal candidate, but the MOB, MOG, groom or attendants should also be able to give you good advice on what to wear.

Most formal weddings are held at night - but night weddings are not always formal. You need to check the invitation and see what it says. If there is anything on there about Black Tie - optional or not - then expect 95% of the guests to be in gowns and/or tuxedoes. If not, then you should still think about wearing something a little more formal - I think something floor length might be overdoing it though.

I'm having a night wedding but it isn't going to be formal ... a nice dress should work ... nothing with sequence - poof or big huge bows ... lol ... and you'll be just fine ... have fun and ask the people in the wedding how formal it is ... they should help ... !

It depends on who is throwing the party and the location. Some of my relatives threw very formal night weddings. Some men were wearing tuxedos and women were dressed equivalently. My night wedding was formal.

A night wedding at a country club is formal.

Many evening weddings are fairly formal. I personally would err on the side of caution and wear the blue dress you mentioned. I would rather be a little over-dressed than grossly underdressed!

usually an evening time does call for formal attire - a floor length gown would be approprite however, the poof may make it a little to over the top.. you dont want to stand out mor e than the bride or bridal party

Depends on the location. I went to an evening wedding held at a beach house and it was sort of dressy-casual. If it's in a hotel ballroom or any similar, elegant place, it will probably be on the formal side.

If they wanted it formal, it would have said "Black Tie" on the invitation. Otherwise, you dress to suit the setting - in this case, a pretty, modest tea-length dress or cocktail dress would be fine.
