Depends on the position. Remember it is best to over-dress than under-dress.
Jobs requiring manual labor: Polo shirt and khakis
Retail or Clerical positions: button up shirt (long-sleeve or short sleeve, however, stick with long-sleeve if you have tattoos) and a tie if you'd like (not with a short sleeve though)
Professional positions: suit and tie

I have been a manager for 16 years and currently run my own business. Weather has very little to do with what you were to an interview or it should not... Your dress depends on the type of job that you are applying for. Investigate and see what they were in the place you are applying. For example if your applying to a construction site and show up in a suite with shined shoes you can almost bet you will not get he job but if you show up ready to work or like you belong there the person that does the hiring is going to see that.
You can dress in nice comfortable summer clothes that still look classy shorts or cut offs are not recommended fair for looking for a job but a summer dress shirt is fine.

it all depends of the type of position you are applying for! if it is an interview for an office job, you should wear a dress shirt (long sleeve, even though torturous) with a tie, and dress pants- nice khaki's could be appropriate.
if the interview is for a more casual job (retail, waiter, sales, etc) you could probably get away with wearing a nice short sleeve polo, with dress pants. nice, meaning- it doesn't look like you have had it for ten years.
these are obviously just opinions, but you have to look at it like this- how badly do you want/need the job? always dress to impress!

A suit. One that is of an appropriate material and color for summer, but still a suit. No discussion. An interview requires professional attire, no matter what the weather.

Depending on where, but if it's a big business, wear a suit. If it's something else not seeming appropriate for a suit, just wear a collared shirt and some CLEAN jeans.
