Or is the resume the decision maker for the employer?

You should only fill out a job application form at the request of your potential employer. This only happens after you have submitted a resume and have had an interview. Otherwise, you would be wasting your time.

Regarding resumes:

You should submit a resume with a cover letter to explain why you are interested in working for that company and it would help if you could give the impression that you know something about the company. If the company is interested, they will contact you, and you could follow up on your resume submittal with a phone call to confirm the receipt of your resume and fortify your interest the company.

It is typical to fill out a job application no matter what the job is. That is just the bureaucratic paperwork no matter what the company is or what the job is.

For professional jobs (like ME) the resumes are usually the decision-makers. Resumes are the documents that get passed around to the managers who do the hiring, not applications (at least not usually).

Send a resume! If you have spent the time in scholl to get your degree, you would look silly with an application form. if you really want to fill in an application, make sure you accompany it with your resume. Also, put a great cover letter together for your resume. This gives you the opportunity to outshine the competitiion. Be sure to include your education, skills you have that will make you all the better for the job and other items that will sell you to the company. You can work with a company to design a kick-*** resume and cover letter, or go on-line to view samples to adapt to your personal style.

It is typical to fill out one hundred of them. You should also try to find people inside the firms that know the person who is getting hired. Resumes count also. It is all one big job interview.
