Yes Jumprope with weights attached to your ankles will make you stronger and faster simply because of the extra weight in training.

Heck no!!! you're going to hurt yourself before anything by jumping rope with weights on. Thats just asking for an injury. Jump roping without weights might be better, but it won't help as much as the old fashioned plan of running, weight training, and flexibility.

Yes. It will mainly strengthen your leg speed. For endurance you'll just have to run more.
