Well passion as in earthly passion it is Solomon. But The MOST passionate are the Gospels, esp. John. There it describes the greatest Love story ever told. Thanks for asking and have a great day! :)

The Song of Solomon or Song of Songs as some translations call it. Beautiful poetry and great use of similes.
"I am the rose of Sharon, and the lily of the valleys. As the lily among thorns, so is my love among the daughters."

If you mean fleshly passionate or sensuous, then it's Song of Solomon, *shir ha-shirim*, the Song of Songs.
If you mean spiritually passionate, I'd say the Gospel of John.

Well still struggle to decide between Romans and Songs of Songs. Both show us God;s love in such a unique way. God Bless
