He was trying to make people smarter:

The word "dunce" was originally a reference to John Duns Scotus, a 13th century scholastic theologian, whose books on theology, philosophy, and logic were University textbooks.

Duns Scotus advocated the wearing of conical hats to increase learning, in the belief that it would funnel knowledge to its wearer.

So basically, originally the pointy dunce caps were put on slow kids in an effort to help them learn better. It wasn't just a cruel punishment.

...or did you mean the Pope?

I really dislike having to use this word...but...I ASSUME you are speaking of the Pope?

I have my own idea's about that......but let me say that it seems WRONG for 1 man to be the main power of a Church....even called the Holy Father of the Catholic Faith.....

God is the only Holy Father I believe should have that title.

Peace be with you :)
