Now days there really isn't much that can be done. The only thing he can do is make an appointment at the US Embassy, they should be able to help him.

Well, US visa is granted easier if your friend can satisfy US consulate that he has a stable life (work, home, etc) in israel, and wouldnt be a possible illegal worker.
The procedure is to apply for an interview at the consulate...might take weeks. And show up with the requested documentation: pay slips, tax papers, property register...
Unless some Big name here wants to sponsor him, or he has family ties here...But normally Israelis are welcomed easily in the US. Also bear in mind the power of the Jewish Community in the US, so an Israeli would never end up a burden to US state... some way would be found.
Of course bear in mind What your friend really does back in Israel, and how old? Even if he is at university, it shouldnt be a problem.
And have u enquired if being a US citizen (are u?) allows you to sponsor and be responsible for him during his stay? If you can qualify as such, then it could be easier... but you will compromise yourself if his intentions arent those of a genuine visitor.

Your friend needs an Israeli passport. Then he can go to the wesite below to get information on getting a visa to visit the United States. This site states that most people receive their visa in a "few weeks." If he needs the visa faster, he can call the embassy and ask what can be done, if he can get an appointment very soon. He will be rrquired to have a personal interview at the Embassy in Tel Aviv.

If your friend is Palestinian he needs to prove that he will return back to Israel and not over stay his Visa... he has to have a clean record no criminal charges, he has to prove he has the money to support himself while here. If he is staying with you ... you can sign an afidavit of support while he is here. It usually take about 30 days for an answer, after filing for the Pass port.
