delegate-tell people what you want them to do ( nicely but firmly) If you give them something to do, rather than wait for them to think of it themselves, they are more likely to do it.
it's a good idea to ask eg 'who's going to call 999?' and wait , if noone volunteers, delegate someone, so you KNOW that that task is being done- you don't want to find out 10 mins in that ther is no help on the way.
Most important, if at all possible is to keep calm- take a deep breath yourself. Good luck if it happens!

What type of emergency situation? Like if someone was hurt. Normaly it is pretty easy if no has already taken charge. Just start talking and assigning roles to people to help out. And if you send someone to call 911 or tell someone to go get water, tell them to make sure they come back with what you asked them for. Many times someone will call 911 for you but then leave. Make sure they come back, you may need them again!

Well you should probably tend to the person. What ever they need, CPR, compression, Look at a by standard and just say " YOU call the EMS, Or YOU come help me hold this. It's not that they don't want to help, they just don't know what to do. When they realize that they can help I have never had a person tell me No I won't help.
