I would suggest your friend take her dog to a vet and find out because the dog will need medication to control the seizures at some point in his life. I've had two seizuring dogs in my life -- one had very occasional, mild seizures from the time he was 4 until he died at 13 -- he never needed meds, and another rescue dog who had them from the time he was a pup and actually seized and died at 2. He was on medication as his seizures were frequent and violent,
There are many reasons that dogs have seizures -- it could be epilepsy, a tumor, a blood clot on the brain, an injury to the head which caused an injury to the brain, and some are called "idiopathic" which basically means they are not sure what causes them.
There are also several kinds of seizures -- ranging from mild, short lived seizures to Grand Mal seizures which can last longer, to "furious" seizures in which the dog snaps and bites anything within reach while it is seizing. Your friend really needs to take her dog to the vet. Medication can be quite inexpensive (Potassium Bromide) or very expensive, but her dog needs treatment.

There are different causes.
Dog's can get 'idiopathic epilepsy' - idiopathic meaning 'unknown cause'. It can just just crop up at any age for no apparent reason - just like with humans.
Dogs can also have seizures as a reaction to illness or poisoning, but this is usually curable. Long-term epilepsy that has to be controlled with medication is usually idiopathic - it's just the way the particular brain is made, no one can really explain why.

It would be for the same reason humans have them. If it has epilepsy, it could be for any of a number of reasons--scar tissue somewhere in the brain is common, sometimes, but rarely, a brain tumor or abscess, but usually for no known reason at all. I knew a chihuahua once that had seizures--it had epilepsy, so it may be that they are more susceptible than others.

Just like some people dogs can be epileptic. They have a disease, but neither you nor your dog can catch it. They probably have the dog on medicine to help it.
Re what the poster above me said: Are you SURE it is a seizure? Hypoglycemic tremors can happen to any dog but are more common in small dogs. Hypoglycemic Tremors LOOK different from seizures. If you are sure your friend's dog is having siezures ask your friend or your friend's parents about why it happenes. They SHOULD be able to tell you.

A friend of mines doberman would have seizures, and she took him to the vet and he was put on medications. I am not sure what causes the seizures, it coudl be like epilepsey in humans where they think stressful situations trigger the nerve imbalance and result in a seizure.
Tell your friend to take the dog to the vet and have him checked out and see if he is a canidate for preventitive seizure medicine.

more than likely in a chihuahua it's not being fed correctly.
they get sugar drops very easily.
They should be allowed to free feed.
Also tell your friend to put a teaspoon of Karo Syrup in a pint of water and give it to the dog as drinking water.
If this is happening often it can cause brain damage and even death.
Also tell them to get a vitamin called Nutrical and give it to her right after a seizure.

there are many different causes of seizures but with the little ones it is often from going to long between feedings. their glucose levels drop so low they seize.
a chi should be getting 2 meals a day with a late nite snack.
what does the vet think
