To get into a university in NY you have to do the same thing as you have to do anywhere else, you have to apply. You have to have a high school degree, good grades, SATS, and then submit all of this with an application and see if you get in. There are many different universities in NY, so it depends on what school you want to go to.
Of course if you want to go to one of the city schools, you have a problem if you didn't grow up in NY state, as you will not have taken the regents and without regents scores you can not apply to the city schools.

The City University of New York has a number of excellent universities for the price. Brooklyn and Queens College are just two. Also City University at 42nd Street in Manhattan is good. If you live in NYC and have a high school degree or GED, there is open admission. Call up and ask for applications.
