Helmets don't quite fit her yet. I would love to ride my bike again *sigh*.
Are there any smaller sizes available?

Measure the circumference of her head and call shops to see if they have any sizes to accommodate your daughter, any competent sales person (at a bike shop don't call Wallmart or Sears the staff there aren't qualified to answer questions on cycling especially safety items) should be able to give you an answer within a minute. That will save you the hassle of going to 15 different shops. I had a similar problem with my daughter we ended up getting her a Giro helmet.

There are small kids sizes available in helmets. Try performancebike.com or nashbar.

As for actual transport, a trailer is far safer than those kid seats sitting over the rear wheel. Its too easy for a fidgety toddler to throw you off balance.

I agree with Silverbullet. A trailer is the best way to go. And you should be able to find a helmet at any good quality baby outfitter.
