Have you ever seen the movie "Dirty Love"? It appears that you have the same thing going on that the guy in the movie had. It's playing on HBO all month long. Check it out and take some clues from what he did.
In the mean time, do some things that you have never done with him before and be sexy doing it. He will notice very soon. You could always show up at his door with nothing but a coat on. I'm sure you will get his attention then. Good Luck.

When you don't communicate directly. And all you do is give hints. Then the guy may not understand what you mean. And that's why he doesn't pay attention.
The only reasonable way to deal with this problem is to tell the guy directly that you like him and that you want to be his girlfriend.
There is no guarantee that he will accept your offer of more intimate friendship. But that's the risk you have to take, if you want to make any progress with him.

If he's already your friend then just talk to him, hang out with him, flirt with him and stuff like that. Once you guys establish a friendship you can generally tell if they like you back and if you feel like things are going well just tell them that you have feelings for them.
