why don't you start off with giving him a sexual massage on his shoulder but do it like you want him to so he knows then say you want to massage his head and it would be better if you sat on his lap facing him and them start massaging his head and stare into his eyes so his knows you want him and then he will kiss you. i know it Will work cause that what i always do to get a guy to kiss me.

Why do you not want to make the first move? Don't be a coward. If you want something and you don't have the courage to say it or do it you probably don't deserve it and likely won't get it.
And the problem with getting him 'all worked up' is that he's going to think you're a tease and tell everyone that you are and then you'll have that reputation.

next time you see him, wear something a bit revealing like a low cut top or a short skirt etc. but not too skimpy, you don't want to look like a s,,l,,u,,t! flirt with him, hold his hand, hug him when you say goodbye or maybe a kiss on the cheek, make conversation with him so you can show off your personality and your sexuality! hope this helps x
