a lot of softs are there
even MS word has the feature. just turn on the speech feature of msword.

if u want a third party program

goto http://downloads.com and in the search box ;type
"text to voice converter"
u will get atleast 10 free softwares

Search for Balabolka. Yes, it's spelled that way. You'll need MS SAPI4 and SAPI5 installed, but otherwise it'll work fine.
