What purpose would that serve? The "Commonwealth of Mexico" would only have representation in the House of representatives, and would have no real sway in American Politics. Plus with the corruption in Mexico there is no way that will happen
What the US needs to do is take control of Mexico and annex each Mexican province as a state into the union. That way the Mexican people have full representation in the government, and would be more supportive of our 'reacquisition' of Mexico.
Given the corruption in Mexican politics, the government would have to be completely rebuilt. And the most efficient means is by bayonet (Mexican-American War)
Given the poor standard of living in many parts of Mexico, in order to win over the populace the US would have to implement a public works campaign that would make the 'New Deal' look like Habitat for Humanity (in terms of sheer scale and cost)

Uhhh... do you have any idea what that would do? Which currency would we pick? Probably the dollar; now the poor Mexican's money is only worth 1/8th what it was before. Some places in Mexico face 90% unemployment. We would inherit that problem. Mexico being annexed into the US creates more problems than it fixes, and only half the illegal immigrants are from Mexico anyways, so this will hardly stop illegal immigration.

Mexico has such a corrupt political/legal system and such a horrific track record when it comes to taking care of their own people that a huge percentage of Mexican citizens would rather risk everything to come to the United States (in spite of immigration laws) rather than stay in their own country. This is not the sort of territory that I want as a part of this country.
I think a far better approach is to close our borders and ship the illegal immigrants back to where they came from. Perhaps if there are enough of them they will force the government of their own country into serving its citizenry rather than expecting the US to do it for them.

Basically, because social values and interests are very different. So they will barely accept to be run by a US government. Remember, they come in the US for money, but they never came here for your culture, they just think that they are better culturally speaking than Americans... At least they are raised to believe so.

i personally dont think that would work because then they would have to pay at least min. wage for workers instead of 1.60/day and have it where u need a prescription to get meds down there instead of just walking into the pharmacy and telling them whats wrong and they give u meds. big corporations wouldnt let that happen because they get cheap labor out of them for making the products u buy here in the US.So i dont think that would ever happen.
