Sorry Princess, there is nothing about your circumstances which would allow you to easily overcome the presumption of being an intending immigrant.

If you want to move forward with your relationship, the most likely course of action will be for your friend to come to you in Japan or the Philippines, or perhaps you two can choose a third country in which to meet each other.

Your playing with fire, he needs to come here and meet you in person before he can petition you to the USA, if he tries to cheat the system you will be sent back to the Philippines and put on a BLACK LIST and you'll never be allowed back into the states and he could end up losing his career in the Navy. This is nothing to play around with and if you booth want to be together then I suggest you wait until he has leave time and can come here to see you. Then he can petition you to the USA and marry you.

Apply for a tourist visa to US by presenting a bank account with more or less 100,000 pesos so that the Consul will be able to believe that you can shoulder your expenses during your visit in the US.

I hope you know that your "friend" in the U.S. Navy could get in a heap of trouble for lying to help get you a tourist visa to the U.S.

Be more specific with me via email. I make no promises, and do not ask, nor will accept any money for advice. Things have gotten so much detailed and harder since 911. I'll help you, if possible. You need to start with a valid passport, and a reason to enter the US.
