No, not legally.
Somebody probably has a retired computer with Windows 2000 installed on it; they probably would give you the computer for nothing or almost nothing.
You should use a new computer. There a lot of systems reasonably priced. Try Best Buy, Walmart, etc.

Yes you can download Windows 2000 free but you cannot "use" it legally unless you pay for the license right.
It is probably cheaper getting a new computer with Windows XP or Vista installed. Not only it is much cheaper than getting the operating system alone, plus you will get a MUCH, MUCH more powerful computer. You can get a pretty good computer for less than $500 now a day; I think it is well worth the money if your computer at home is anything less than a Pentium 4.

NO. Update windows98se at Windows Update site.
No registration code required. Updates stopped in July 2006.
2. You can get Windows XP Home or Pro update version
( ask edition with sp2) for a lesser cost.Try ebay.
WARNING:I learn, that , by any chance you visit a microsoft site, now, with a pirated copy, your computer may crash!.
As I have Genuine version, I cannot confirm this.

You can download 2000 for free. But you will need a product Key for it to work. That you will have to pay for.
I have a suggestion, call a computer place that takes used computers in on trade. They will have all the Product Keys for computers that are just going to go to the junk yard. See what they will sell you one for. Worth a try.

Actually you can, but it probably will not accept updates because it would be pirated.
Get a bittorrent client then go to www.torrentscan.com
there you can get XP if your computer can handle it
