where the car won't be moving i want to know what i can do about getting out of paying full coverage insurance on a car that isn't going anywhere, being parked

It would depend on the car. If you drop all insurance on it, what will happen if it's stolen? Is it paid for? You may need to keep full coverage on it if it's financed.
You may be able to get cheaper rates, by telling the insurance that you want the low mileage discount, and recreational use only.
consider these things before you change your coverage.

as long as you don't owe any money on the car you can drop the insurance to liability only ,since it isn't going to be driven,but if you owe money on it,the bank or lender usually requires you to keep full coverage insurance on it,.if its going to be parked id at least keep liability on it,this way if you need to drive it you can ,good luck hope this helps.

Many people keep their cars insured with comprehensive and collision while in storage. We have several clients who do so. Its not an unusual request for and Insurance carrier to fill.
