First off the new gambling law does not actually make it illegal to gamble online. In fact in some instances such as horse race betting, it makes it completely legal and legitimate in every way. So it does really depend how he ran up this debt.
If he used a credit card or similar you can simply inform your credit card company what happened and dispute the charges.
If he has racked up a debt somehow with an offshore online casino, you can simply refuse to pay them. They are never going to risk the bad publicity of trying to sue or use a debt collection service. They know they are operating in a legal gray area, and so would rather write off the loss.
To be more specifc I'd need to know exactly what kind of gambling it was, how the debt is owed, how he bought in, how old he is, and any other related facts.

Please clarify.
Does your son owe a website money or a credit card or bank money?
If he used a credit card to pay the website he now owes the credit card company, and your stuck.
If there is a website that allows you to gamble without putting in the money up front, first I'd like to know what site it is so I could rack up some debt... Second, I'd say come and get me because I do not think they could touch you in this country.

On-line gambling was outlawed by the U.S. government but there are other ways to fund the account. Many people get off-shore accounts and deposit money that way. You can also get a pre-paid debit card to fund an account. So yes, it is illegal but it is hard for the government to enforce this ban.
If your son owes them money, then he still does owe them money. But, if you want an honest answer, all of these on-line casinos are not based in the U.S. They are from foreign countries and if you wanted to stiff them and not pay them then there is little they could do about it.

If it was a real gambling site then YES he owes them. Although most would make you use a credit card so they can take the money from the start. I'm not sure how illegal it is. I think most aren't based in the U.S. so aren't under it or something. They have to use .net instead of .com now I think. Your son would be better to go to things like partypoker.com if he wants to "gamble" online. Then it won't be real money.

You didn't mention how old your son is. If he's a minor you may be able to fight the charges since underage gambling is illegal. If he's an adult then he needs to grow up and learn to pay his bills.
